Key OFF current draw at underseat 20A fuse

Hi gang. Totally blackened another 20A underseat charging circuit fuse, so I finally changed out the fuseholder to the heavier ATC.

Since I am too lazy to try to trace through my schematic myself, and since several of you have lately been gaining great familiarity with said schematic, can anyone give me a clue as to just WHAT it is that is drawing so much current through this fuse when the key is OFF??? When I insert the new fuse, there is a substantial arc/pop. I tried to meter it, but it is over range for all my meters (250mA scale), and too far under range of the 10A scale. This is with the charger OFF and the MPC connected.

The only possible "accessory" I have is my desulfator, but I get the arc even with it disconnected.

It may be another clue that my "unswitched accessory power" bus under the hood is also dead, BUT the 10A fuse for it is good. I get no voltage from either side of the fuseholder to chassis ground.
